6mm is what alot of people use, it does flex very much.

i am curantly using a 1mm stainless steel base and it seems fairly ridged, i still don't think 6mm hpde is stiff enough, maybe 6mm polycarbonate

6mm polycarbonate is much stiffer than 6mm HDPE, so I'd go for that out of the two.
Aluminium is a good alternative. 3-4mm is usually a suitable thickness, although it obviously depends on what is being attached to the base plate, any forces it might have to withstand etc.
I tend to avoid steel for base plates purely because it's harder to work with, and when there are lots of bolt holes and mounting points being drilled into the base, it makes life easier if the material is easier to work with. But that's just my personal preference.
