Ahh in sketchup it is possible to keep faces inside of shapes. Delete all the lines that aren't obviously necessary and then zoom inside the model and delete any faces that obstruct or divide the model. It should be completely hollow as a single piece.

The problem of jagged curves is easily fixed, as josh said, by increasing the number of sections in an entity. So:
1. Draw a circle.
2. Select the outline of the circle.
3. Click on Window -> Entity Info. Then change segments from 24 to a higher number. 64 is good for small circles, 128+ for larger ones.
As you can see, this one is quite smooth:

Jim, that's a bizzare problem! Have you tried drawing the same design in sketchup? Exporting to a .dae file, then uploading that has always worked fine for me.
As for the thickness, you can go as thin as 0.7mm, but I wouldn't recommend it. From the models I've had built so far I wouldn't recommend having anything thinner than 1.2mm. Also, the outer part of the rim should be ok, but make sure the areas between the holes (guess they would count as spokes) aren't too thin either. I'd say no less than 3mm as otherwise you might get some flexing or even snapping.

Thanks for the help,chaps.I think I will have to start again.

on a similar note does anyone know if you can convert prodesktop files so they can be uploaded to shapeways?

I thought Pro/d can export as an stl file which is one of the one's that shapeways uses.

DOH.
Just realised my first mistake.
The wheel is twice as big as I wanted,I thought I was looking at diameter measurements,when I was looking at radius!!
I wanted a 26mm dia wheel,but have a 52mm wheel in production at shapeways.
