ok so im building a feather weight , but i cant find any rules ANYWHERE if anything i just need to know the weight andsize limits but rules would be nice

For a featherweight, the weight limit is 13.6kg all in (Gas is included in that weight). There are no size limits. Rules can be found here: www.fightingrobots.co.uk/rules

The featherweight rules are much more demanding than the antweight rules. If you want to compete you really will need a removable link and failsafe and have an ON light.

Which all sounds quite complicated, but its not really.
Most speed controllers nowadays have built in failsafes, as do the Spektrum type receivers that are recommended.
An easy power light solution is to get a smart light from Technobots, which just plug into a spare channel on a reciever and draw their own power from the drive or reciever batteries.
And anyone can knock up a removable link. My first one was made from television aerial plugs.

what feutures must a failsafe have to be ok for battle (arent they optional?) , ive got a home made realy based H-bridge

No they are not optional. They must bring the robot to a complete stop should connection from the transmitter be lost.
In other words, if you're driving and then turn off your trasnmitter, the robot should instantly go dead.

does power have to be completely cut or is it k if it just stops should connection be lost (it already stops when the transmitter is turned off although theres no faildafe , is it built into a servo to stop supplying current to the motor when signal is lost , it dosent have to not move it just has to not supply current anymore).

EDIT:

Im using the internals of a servo to drive the relay based H bridge , ive used these before and they do stop when connection is lost :)

I understand your system, we used something similar in our first heavyweight, but you do still need failsafes.
Currently when you're transmitter is off, the servos are in their "off" position, meaning the relay doesn't have power. However, a knock in a fight or a fault in the servo could lead to the robot being supplied power in a fight, even if they transmitter is off. You need a failsafe to cut all power.
In our heavy, we just used commercial, off the shelf failsafes. Think they were about ?15 each. They plug in between the servo and the reciever, and they will be quite sufficiant to pass tech checking.
