Can someone give me a link for tyre making compound please?
I know there are several who have used various sorts so any info on any favourites etc would be great.

There are two rubbers that I use the first is the Drago Skin 10A medium

I also now use a softer rubber but that does stretch more so is more likely to come off the rims and that is Ecoflex 00-30

do you just have to get a mould of the correct size tyre you want and then pour the mixture in and let it dry?

Yes normally I would 3d print a wheel and a mould that fit together and then pour in the mixed rubber and let it set off.
You can also mould the tyre seperatly as Alex does in this case you can make the tyre a smaller diameter than the wheel so it is stretched over the wheel which greatly helps to keep the tyre on.
You have to remember that these silicone rubbers don't stick to anything so you need some form of mechanical support such as rims to keep the tyres on.

could put something sticky on the hubs to encourage the tyre to stay on.

No, silicone really is non-stick. It even shrugs off melted chocolate
You need to use a flanged hub and/or an undersized tyre so that it stretches and holds itself in place.

But nothing sticks to the rubber I bought some of there special glue made for it at around £10 for a small tube and that doesn't stick them on much better .
