Assuming I've got the right email address, you've got mail. Extrapolating from the data about other titanium's and what the book says the gist of it is: 830-915C for maximum 1h (likely below 30 mins due to being thin material) for the solution treatment. Water quench. Age at 480-595C for 4ish hours....

You're looking at temperatures of the order of 1000+°C without using a direct flame (makes titanium carbide, hard but brittle) so induction heating might be an idea to get it up to initial temperature. We did some labs at university on material treatments. Proper heat treatment of titanium is most likely a bit beyond your average person although if you're interested I'm pretty sure we have the heat treatment handbook floating around the library somewhere. With the loading required you could quite possibly get away with only using a pulley type mechanism. Consider a reversing belt drive ( 180 degree twist in the belt ). Just plug the battery into a spare channel, make sure + in on the middle pin of the receiver and you won't break anything. I think for your receiver - is closest to the edge. If it doesn't work put negative on the other side.

Positive should be on the middle pin and negative closest to the edge, you might want to see if you can swap the battery connector for a three pin one so plugging it in the wrong way round just won't work rather than blowing up something

Couldn't you build something roll up extension lead style? No slip rings plus extends from one end. No auto retract though but you could buy a cheap retractable tape measure, swap the tape for wire, run one end out a hole made in the centre of the reel and case and the other through the tape hole. Replace the potentiometer with a trimpot or a pair of resistors. should get you close enough to deal with any wandering using radio trims.
