Builder's discretion doesn't always work. If someone has to withdraw a cluster from the main event because one of its parts has been written off somehow it can cause issues. That's true. One of the main factors I see for not building a nano is the ratio of effort vs number of fights. It is a lot of effort to build a nano for 1 fight tagged on the end of an AWS.
